Elections: In the minutes of the Annual General Meetings between 1895 and 1909, only the election of a Chairman is recorded (plus the various Trustees and Overseers for the Parish Charities).
The first recorded election of a Vice-Chairman was in 1910 (Mr George Bellas)
The Parish Clerk was originally a paid office, appointed rather than elected and the appointment does not appear in the Minutes until the A.G.M. on 24th March 1933. On this occasion it is recorded that Miss F.E. Thornborrow "put in the lowest tender, for 30 shillings per annum", and that she was duly appointed by the meeting. The election of the Clerk appears in the Minutes for 1934, and is recorded annually after this.

Charities: In the years before the beginning of the Welfare State, the local Charities were of great importance, and much of the business of the Parish Meeting was taken up in appointing Overseers and Trustees to the Charities, and approving their accounts. (The names of recipients of charity, and the amounts they were given, are listed in many of the earlier accounts). The main source of income for the Charities originally came from annually letting out Pastures, which had been donated for the upkeep of the Charity. These annual lettings continued until the 1990s. Other Business: The custom of standing at the beginning of the March Annual General Meeting, in remembrance of those residents who had died in the previous twelve months, is first noted in 1927. This custom appears in the minutes for most years after that.
A item that frequently appeared, right back to the 19th Century (and still does !) are comments about the state of the road through the dale and requests to the Authorities for it to be repaired or improved.
The Minutes: Until 1992 the minutes were written by hand in two large, leather-bound Minutes books, covering 1895 - 1945 & 1946 - 1992. Unfortunately it is impossible to transcribe the record of much of these early years. However, some selected extracts from the minutes are given below, starting with the last meeting of the 19th Century.

This last Meeting of the 19th Century is fairly typical both of the meetings that came before, and also of most of the meetings in the earlier years of the 20th Century - with a considerable emphasis on the local Charities. (William Bell, the Chairman, was first elected in 1896 and continued to be re-elected until 1907). |

Parish Meeting Held in the Board School, March 25 1899
Minutes: The minutes of the last meeting were read and confirmed. Overseers: The Overseers Accounts were read and adopted.
Overseers appointed for the ensuing year were: Jas Bell, Moor-Rigg, Low End, and Ralph Alderson, Aisgill, High End. Mr Thos. Metcalfe, Elmgill, was appointed Assistant Overseer at the sum of £4.10.0 per annum. Charities The Charity Accounts were read and passed. (see below) The appointment of Trustees. Moved by George Bell and Seconded by Mr Geo. Southerland, that Jos. Torbock Esq, Iron Master, Middlesbrough be appointed (carried). Moved by Mr Jos. Richardson and Seconded by Mr R Cowperthwaite that Wm. Bell of Mallerstang be appointed (Carried). New Bye-Laws: A paper was read from the County Council respecting the new Bye Laws. No views were expressed and the paper was laid down. Pastures. Hanging Lund Pasture was Let on the Same Conditions as last year, by Ticket and fell to the same Tenant, Wm. Bell, £3.17.6 Aisgill Pasture belonging to Middleton’s Charity was Let to Mr Robt. Cowperthwaite for the Sum of £16.0.0. per annum Election of Chairman: Wm. Bell was Proposed by Mr Raine and Sec. by Mr G Sutherland. (Carried) Dangerous Road: The Meeting wished to call to the attention of our C.C. Member, R.B. Thompson Esq., to the Dangerous State of a place at Watergate Bottom, as mentioned per Minutes last year. Moved by Mr M P Raine and Seconded by Mr Jos Richardson that the Chairman be instructed to communicate with or see Mr Thompson and let him know our wants.
Also Moved by Mr George Sutherland and Sec. by Mr Wm Pettiford that the Ratepayers would like to see our rough Roads made Smooth by a visit of the Steam Roller during Spring. Particulars by the Chairman to Mr Thompson C.C. (Passed) Vote of Thanks: The usual vote of thanks to the Chairman brought a very enjoyable meeting to a close.

Mallerstang prepares for War! Special Mallerstang Parish Meeting held at the Travers Institute on 29th September 1938 |
A large company gathered for a Special Meeting on Air-raid Precautions. Owing to the vacancy of a Chairman, Mr J Atkinson (Vice-chairman) occupied the chair. Parish Director: It was proposed by Mr S Thwaites, seconded by Mr Jas. Thornborrow, that Mr J Atkinson be elected (carried). Parish Headquarters: It was agreed upon by all to make the Travers Institute the Parish Headquarters Wardens: The following were appointed as Wardens, for demonstrating gas masks: Mrs Breay, Mrs Banks, Mrs A. Thornborrow, Miss Chambers, Mr Harrison, Mr H. Dent. First Aid Group: Mrs Breay was appointed as Leader of this group, the other members will be: Mrs Thexton, Mrs G Metcalfe (Deepgill), Mr Harrison, Mr C Metcalfe, Mrs J Metcalfe (Castlethwaite) and Mrs Shaw. Utility Squad: Mr A Thornborrow was appointed Leader, and other members were: Mr S Dent, Mr P Kerr, Mr J Birbeck, Mr J thornborrow, Mr Whaw and Mr W Banks. Transport Officer: Mr J Atkinson was appointed as Parish Transport Officer. Other: Mr J Atkinson, Mr A Thornborrow, Mr W Hird, Mr W Shaw and Mr G Atkinson volunteered to go to Appleby for respirators, and also for transport of the First Aid Group and the Utility Squad. It was proposed by Mr A Thornborrow, seconded by Mr J Thornborrow, that Air-raid Precaution Meetings be recorded in the Parish Minutes book. |
