Elections:

In the minutes of the Annual General Meetings between 1895 and 1909, only the election of a Chairman is recorded (plus the various Trustees and Overseers for the Parish Charities). 

 

The first recorded election of a Vice-Chairman was in 1910 (Mr George Bellas)

 

The Parish Clerk was originally a paid office, appointed rather than elected and the appointment does not appear in the Minutes until the A.G.M. on 24th March 1933.  On this occasion it is recorded that Miss F.E. Thornborrow  "put in the lowest tender, for 30 shillings per annum", and that she was duly appointed by the meeting. The election of the Clerk appears in the Minutes for 1934, and is recorded annually after this.

Charities:

In the years before the beginning of the Welfare State, the local Charities were of great importance, and much of the business of the Parish Meeting was taken up in appointing Overseers and Trustees to the Charities, and approving their accounts. (The names of recipients of charity, and the amounts they were given, are listed in many of the earlier accounts).

The main source of income for the Charities originally came from annually letting out Pastures, which had been donated for the upkeep of the Charity. These annual lettings continued until the 1990s. See also the Charities page.

 

Other Business:

The custom of standing at the beginning of the March Annual General Meeting, in remembrance of those residents who had died in the previous twelve months, is first noted in 1927. This custom appears in the minutes for most years after that.

 

A item that frequently appeared, right back to the 19th Century (and still does !) are comments about the state of the road through the dale and requests to the Authorities for it to be repaired or improved. 

 

The Minutes:

Until 1992 the minutes were written by hand in two large, leather-bound Minutes books, covering 1895 - 1945 & 1946 - 1992. Unfortunately it is impossible to transcribe the record of much of these early years. However, some selected extracts from the minutes are given below, starting with the last meeting of the 19th Century.

This last Meeting of the 19th Century is fairly typical both of the meetings that came before, and also of most of the meetings in the earlier years of the 20th Century - with a considerable emphasis on the local Charities. 

(William Bell, the Chairman, was first elected in 1896 and continued to be re-elected until 1907).

 

Parish Meeting Held in the Board School, March 25 1899

 

Minutes:  

The minutes of the last meeting were read and confirmed.

 

Overseers: 

The Overseers Accounts were read and adopted.

                        

Overseers appointed for the ensuing year were: Jas Bell, Moor-Rigg, Low End, and Ralph Alderson, Aisgill, High End. 

Mr Thos. Metcalfe, Elmgill, was appointed Assistant Overseer at the sum of £4.10.0 per annum.

 

Charities           

The Charity Accounts were read and passed. (see below)

The appointment of Trustees. Moved by George Bell and Seconded by Mr Geo. Southerland, that Jos. Torbock Esq, Iron Master, Middlesbrough be appointed (carried).

Moved by Mr Jos. Richardson and Seconded by Mr R Cowperthwaite that Wm. Bell of Mallerstang be appointed (Carried).

 

New Bye-Laws:   

A paper was read from the County Council respecting the new Bye Laws. No views were expressed and the paper was laid down.

 

Pastures.       

    Hanging Lund Pasture was Let on the Same Conditions as last year, by Ticket and fell to the same Tenant, Wm. Bell, £3.17.6

    Aisgill Pasture belonging to Middleton’s Charity was Let to Mr Robt. Cowperthwaite for the Sum of £16.0.0. per annum

 

Election of Chairman: 

    Wm. Bell was Proposed by Mr Raine and Sec. by Mr G Sutherland. (Carried)

 

Dangerous Road:

    The Meeting wished to call to the attention of our C.C. Member, R.B. Thompson Esq., to the Dangerous State of a place at Watergate Bottom, as mentioned per Minutes last year. Moved by Mr M P Raine and Seconded by Mr Jos Richardson that the Chairman be instructed to communicate with or see Mr Thompson and let him know our wants.

 

Also Moved by Mr George Sutherland and Sec. by Mr Wm Pettiford that the Ratepayers would like to see our rough Roads made Smooth by a visit of the Steam Roller during Spring. Particulars by the Chairman to Mr Thompson C.C. (Passed)

 

Vote of Thanks:

  The usual vote of thanks to the Chairman brought a very enjoyable meeting to a close.

Mallerstang prepares for War!

Special Mallerstang Parish Meeting held at the Travers Institute on 29th September 1938


A large company gathered for a Special Meeting on Air-raid Precautions.
Owing to the vacancy of a Chairman, Mr J Atkinson (Vice-chairman) occupied the chair.

Parish Director:
It was proposed by Mr S Thwaites, seconded by Mr Jas. Thornborrow, that Mr J Atkinson be elected (carried).

Parish Headquarters:
It was agreed upon by all to make the Travers Institute the Parish Headquarters

Wardens:
The following were appointed as Wardens, for demonstrating gas masks: Mrs Breay, Mrs Banks, Mrs A. Thornborrow, Miss Chambers, Mr Harrison, Mr H. Dent.

First Aid Group:
Mrs Breay was appointed as Leader of this group, the other members will be: Mrs Thexton, Mrs G Metcalfe (Deepgill), Mr Harrison, Mr C Metcalfe, Mrs J Metcalfe (Castlethwaite) and Mrs Shaw.

Utility Squad:
Mr A Thornborrow was appointed Leader, and other members were: Mr S Dent, Mr P Kerr, Mr J Birbeck, Mr J thornborrow, Mr Whaw and Mr W Banks.

Transport Officer:
Mr J Atkinson was appointed as Parish Transport Officer.

Other:
Mr J Atkinson, Mr A Thornborrow, Mr W Hird, Mr W Shaw and Mr G Atkinson volunteered to go to Appleby for respirators, and also for transport of the First Aid Group and the Utility Squad.

It was proposed by Mr A Thornborrow, seconded by Mr J Thornborrow, that Air-raid Precaution Meetings be recorded in the Parish Minutes book.

Elections
Chairman: The first business was the election of the Chairman for the ensuing year. Proposed by Mr W Morphet, seconded by Mr A Thornborrow, that the 
retiring Chairman (Mr Jno Birket) be re-elected. (Carried)


Vice-Chairman: It was proposed by Mr W Shaw, seconded by Mr R Thornborrow, that Mr W Morphett stand on. (Carried)
Clerk: Proposed by Mr R Thornborrow, seconded by Mr W Shaw, that Mr C Metcalfe stand on. (Carried)

Minutes
The minutes of the last meeting were read by the clerk, and on the proposal of Mr W Shaw, seconded by Mr Wm Morphet, these were adopted and signed by the Chairman.

Charity Accounts
The Charity Accounts were read, and on the proposal of Mr C Thwaites, seconded by Mr W Morphet, these were adopted. [See below]

Wallers Charity
Mr Morphett proposed and Mr R Cowperthwaite seconded, that the three retiring member, viz Mr G Thexton, Mr J Birkbeck and Mr Shaw stand on (Carried)

Rating & Valuation
The proposal of Mr Shaw, seconded by Mr Thornborrow, that the two retiring members viz Mr Wm Dixon and Mr J Thornborrow stand on, was carried.

Parochial Committee
On the proposal of Mr C A Thwaites, seconded by Mr J Thornborrow: that Mr W Shaw and Mr Wm Morphet be added to the parochial committee (carried)

Charity Trustee
In the discussion that arose (re the election of a trustee to fill the vacancy caused by the resignation of the Rev C Howarth who had left the parish and whose term had another year to run), it transpired that the other trustees had elected the present vicar, the Rev J Steele-Smith in his place. The Clerk pointed out that this was not in accordance with the scheme laid down on April 8th 1913 for the Mallerstang Consolidated Charities.


This statement was much to the annoyance of the Vicar, who still claimed that he was a trustee. The Clerk pressed for information from the other Trustees but their lips were sealed to every question.


From the information obtained from the Vicar, it appeared that the Rev C Howarth had resigned some time previous to the Parish Meeting of 1946 and that the Trustees had not acquainted the proper appointing body (viz the Chairman of the Parish Meeting, in accord with Article 11 of the Scheme) with this fact; but they had retained the information of the resignation until the present Vicar took up residence. They then took it upon themselves to elect him as a representative Trustee. 

The Clerk still persisted that it should be, and is, the work of the Parish Meeting, and he asked that the paragraph of the Scheme for 
electing representative Trustees should be read. This the Vicar did, and it proved that the Trustees were wrong, and this the Vicar agreed.


The meeting then proceeded to elect a Trustee for one year. The Vicar was at once proposed, but owing to the heated argument previously, he refused to have absolutely anything to do with it, although pressed to do so. Several other persons were proposed, but they refused to stand. Finally, on the proposal of Mr Wm Morphet, seconded by Mr C Metcalfe, Mr R Thornborrow was elected for one year. (Carried)

Pasture Letting
As soon as the Chairman announced this, the Vicar rose to his feet and objected to this meeting letting the land, stating that this was entirely the responsibility of the Trustees - he was making this objection to spite the Clerk for his previous objection, as per Trustee Election. The Trustees present tried to come to some decision but the Vicar was adamant, threatening that if they allowed the meeting to let these pastures he would report them to the Charity Commissioners...

 


The Vicar was now in a very excitable state, waving and threatening. Even the Chairman had to take refuge behind his chair to avoid being hit. Finally the Vicar has his way, thus upsetting arrangements which had been the procedure for 52 years, and the business of the meeting then proceeded.

Footpaths & Styles
Mr Thornborrow raised the question of a certain style leading to a footpath being barred up by the tenant, and asked if this meeting had powers to deal with this matter. The Clerk also mentioned that nearly all the styles on this same footpath had been barred; and formerly it had been the duty of the Lord of the Manor's Bailiff to see to the footpaths. Finally it was pointed out that this was the work of the Commons, Open Spaces and Footpaths Preservation Society. As no proposition was made the matter was dropped.

Electors Entitled to Attend Meetings
Miss Chambers raised the question of who could attend, and who was entitled to vote, at Parish Meetings. The ruling was read out by the Clerk.

Road Fencing
Questions were asked about the fencing of the commons. The position was explained by the Chairman and a little discussion took place. Mr C Thwaites  proposed, and Mr C Thexton seconded, that we ask Lord Hothfield to defray the expenses.

The meeting was then closed.
